On September 27, 2024, the European Commission opened a 4-week consultation on a draft delegated act outlining the methodology for calculating the emission savings from low-carbon hydrogen and synthetic fuels.
Under the newly adopted the EU Gas Package, hydrogen is considered “low-carbon” if it has at least 70% emissions reduction (or <3.4 kgCO2/kgH2) compared to fossil fuels, regardless of the energy source. This opens up new opportunities for hydrogen producers in the EU who were previously limited to RFNBOs to receive public support.
While this is a significant step in expanding the hydrogen landscape within the EU, key questions remain regarding specific targets and support mechanisms for low-carbon hydrogen at both the EU and Member State levels.
